II II II II II II II II II II II II [TA–W–73,095] Avon Products, Inc., Including On-Site Leased Workers From Spherion/ Source Right, Springdale, Ohio; Amended Certification Regarding Eligibility To Apply for Worker Adjustment Assistance In accordance with Section 223 of the Trade Act of 1974, as amended (‘‘Act’’), 19 U.S.C. 2273, the Department of Labor issued a Certification of Eligibility to Apply for Worker Adjustment Assistance on April 8, 2010, applicable to workers of Avon Products, Inc., Springdale, Ohio. The workers produce cosmetics, in particular pump spray items, liquid and roll-on items, and lipstick and hot fill items. The notice was published in the Federal Register on May 5, 2010 (75 FR 24750). At the request of the petitioners, the Department reviewed the certification for workers of the subject firm. The company reports that workers leased from Spherion/Source Right were employed on-site at the Springdale, Ohio location of Avon Products. The Department has determined that these workers were sufficiently under the control of Avon Products, Springdale, Ohio to be considered leased workers. Based on these findings, the Department is amending this certification to include workers leased from Spherion/Source Right working on-site at the Springdale, Ohio location of Avon Products. The amended notice applicable to TA–W–73,095 is hereby issued as follows: jlentini on DSK4TPTVN1PROD with NOTICES By Notice dated May 25, 2011, and published in the Federal Register on June 1, 2011, 76 FR 31638, Wildlife Laboratories Inc., 1401 Duff Drive, Suite 400, Fort Collins, Colorado 80524, made application by renewal to the Drug Enforcement Administration (DEA) to be registered as a bulk manufacturer of Carfentanil (9743), a basic class of controlled substance listed in schedule II. The company plans to manufacture the above listed controlled substance for sale to veterinary pharmacies, zoos, and for other animal and wildlife applications. No comments or objections have been received. DEA has considered the factors in 21 U.S.C. 823(a) and determined that the registration of Wildlife Laboratories Inc. to manufacture the listed basic class of controlled substance is consistent with the public interest at this time. DEA has investigated Wildlife Laboratories, Inc. to ensure that the company’s registration is consistent with the public interest. The investigation has included inspection and testing of the company’s physical security systems, verification of the company’s compliance with state and local laws, and a review of the company’s background and history. Therefore, pursuant to 21 U.S.C. 823(a), and in accordance with 21 CFR 1301.33, the above named company is granted registration as a bulk manufacturer of the basic class of controlled substance listed. The company plans to manufacture the listed controlled substances as bulk controlled substance intermediates for distribution to its customers. No comments or objections have been received. DEA has considered the factors in 21 U.S.C. 823(a) and determined that the registration of Penick Corporation to manufacture the listed basic classes of controlled substances is consistent with the public interest at this time. DEA has investigated Penick Corporation to ensure that the company’s registration is consistent with the public interest. The investigation has included inspection and testing of the company’s physical security systems, verification of the company’s compliance with state and local laws, and a review of the company’s background and history.
