The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any landdisturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A 350-foot-long, 16foot-diameter penstock bifurcating from the existing outlet structure; (2) a 100foot-long, 50-foot-wide concrete powerhouse containing one turbine with a generator rating of 7.9 megawatts; (3) a tailrace structure directing flows from the powerhouse back into the river channel downstream of the existing dam; (4) a 2.8-mile-long, 25-kilovolt transmission line connecting the project to an existing transmission line; and (5) appurtenant facilities.
