Crystal City, Willow Wood, GSA Central
Office Building, and GSA’s temporary
facility at Constitution Square. In
addition, some employees and
contractors may download and store

Recipients shall be required to comply
with the requirements of the Privacy Act
of 1974, as amended, 5 U.S.C. 552a, the
Federal Information Security
Management Act (Pub. L. 107–296), and
associated OMB policies, standards and
guidance from the National Institute of
Standards of Technology, and the
General Services Administration.
d. To a Federal agency, State, local,
foreign, or tribal or other public
authority, on request, in connection
with the hiring or retention of an
employee, the issuance or retention of a
security clearance, the letting of a
contract, or the issuance or retention of
a license, grant, or other benefit, to the
extent that the information is relevant
and necessary to the requesting agency’s

2180.1, GSA Rules of Behavior for
Handling Personally Identifiable
Information (PII).
Records are retrievable by a
combination of first name and last
name. Group records are retrieved by
organizational code.

SUPPLEMENTARY INFORMATION: The Office
of the Assistant Secretary for
Preparedness and Response (formerly
the Office of Public Health Emergency
Preparedness) was created under the
Pandemic and All Hazards Preparedness
Act (PAHPA) in the wake of Hurricane
Katrina to lead the nation in preventing,
preparing for, and responding to the
adverse health effects of public health
emergencies and disasters. ASPR
focuses on preparedness planning and
response; building Federal emergency
medical operational capabilities;
countermeasures research, advance
development, and procurement; and
grants to strengthen the capabilities of
hospitals and health care systems in
public health emergencies and medical
disasters. The office provides Federal
support, including medical
professionals through ASPR’s National
Disaster Medical System, to augment
state and local capabilities during an
emergency or disaster. Under the
PAHPA, HHS is the lead agency for the
National Response Framework for
Emergency Support Function 8 (ESF).
The Secretary of HHS delegates to ASPR
the leadership role for all health and
medical services support functions in a
health emergency or public health
event.
The statutory authority for this
challenge competition is Section 105 of
the America COMPETES
Reauthorization Act of 2010 (Pub. L. No.
111–358).
