Notice of Preliminary Permit
Application Accepted for Filing and
Soliciting Comments, Motions To
Intervene, and Competing Applications
On February 1, 2011, FFP Project 43
LLC filed an application, pursuant to
section 4(f) of the Federal Power Act,
proposing to study the feasibility of
hydropower on the Mississippi River, in
Mississippi County Arkansas and
Tipton County, Tennessee. The sole
purpose of a preliminary permit, if
issued, is to grant the permit holder
priority to file a license application
during the permit term. A preliminary
permit does not authorize the permit
holder to perform any land-disturbing
activities or otherwise enter upon lands
or waters owned by others without the
owners’ express permission.
The proposed Plum Point
hydrokinetic project would consist of
the following: (1) Up to 5,900
SmarTurbine generating units installed
in arrays on the bottom of the river; (2)
the total capacity of the installation
would be up to 236,000 kilowatts; (3)
flexible cables would convey each
arrays power to a metering station; and
(4) a transmission line would
interconnect with the power grid. The
proposed project would have an average
annual generation of 516,840,000
kilowatt-hours (kWh), which would be
sold to a local utility.

Chicot County, Arkansas. The sole

or waters owned by others without the
owners’ express permission.
The proposed Anconia Point
hydrokinetic project would consist of
the following: (1) Up to 750
SmarTurbine generating units installed
in arrays on the bottom of the river;
(2) the total capacity of the installation
would be up to 30,000 kilowatts;
(3) flexible cables would convey each
arrays power to a metering station; and
(4) a transmission line would
