The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of: (1) A powerhouse; (2) installation of one 2.0-megawatt vertical Kaplan turbine; (3) a proposed 3,750-foot-long, 69-kilovolt transmission line; (4) an intake structure containing trashracks, operator’s platform, and a vertical slide gate; and (5) appurtenant facilities. The proposed Carlyle Lake Water Power Project would have an estimated average annual generation of 10 gigawatt-hours.
