facility to manufacture small quantities
of the listed controlled substances in
bulk and to conduct analytical testing in
support of the company’s primary
manufacturing facility in West Deptford,
New Jersey. The controlled substances
manufactured in bulk at this facility will
be distributed to the company’s
customers.
No comments or objections have been
received. DEA has considered the
factors in 21 U.S.C. 823(a) and
determined that the registration of
Johnson Matthey Inc. to manufacture
the listed basic classes of controlled
substances is consistent with the public
interest at this time. DEA has
investigated Johnson Matthey Inc. to
ensure that the company’s registration is
consistent with the public interest. The
investigation has included inspection

Charles City, Inc., 1205 11th Street,
Charles City, Iowa 50616, made
application by letter to the Drug
Enforcement Administration (DEA) to
be registered as a bulk manufacturer of
4-Anilino-N-phenethyl-4-piperdine
(8333), a basic class of controlled
substance listed in schedule II.
The company plans to use this
controlled substance in the manufacture
of another controlled substance.
No comments or objections have been
received. DEA has considered the
factors in 21 U.S.C. 823(a) and
determined that the registration of
Cambrex Charles City, Inc. to
manufacture the listed basic class of
controlled substance is consistent with
the public interest at this time. DEA has
investigated Cambrex Charles City, Inc.
to ensure that the company’s
registration is consistent with the public
interest. The investigation has included
inspection and testing of the company’s
physical security systems, verification
of the company’s compliance with state
and local laws, and a review of the
company’s background and history.
Therefore, pursuant to 21 U.S.C. 823(a),

I, Isaac Fulwood, of the United States
Parole Commission, was present at a
meeting of said Commission, which
started at approximately 11 a.m., on
Tuesday, June 21, 2011, at the U.S.
Parole Commission, 90 K Street, NE.,
Third Floor, Washington, DC 20530.
The purpose of the meeting was to
discuss three original jurisdiction cases
pursuant to 28 CFR 2.27. Four
Commissioners were present,
constituting a quorum when the vote to
close the meeting was submitted.
Public announcement further
describing the subject matter of the
meeting and certifications of the General
Counsel that this meeting may be closed
by votes of the Commissioners present
were submitted to the Commissioners
prior to the conduct of any other
business. Upon motion duly made,
seconded, and carried, the following
Commissioners voted that the meeting
be closed: Isaac Fulwood, Cranston J.
Mitchell, Patricia Cushwa and J. Patricia
Wilson Smoot.
In witness whereof, I make this official
record of the vote taken to close this
meeting and authorize this record to be
