incorporates by reference the cost

B. Environmental Review
All recipients under this Notice are
subject to the requirements of 7 CFR
part 1940, subpart G and any successor
regulation. However, 7 CFR 1940.333
generally excludes applications for
planning grants. Applicants for working
capital grants must submit Form RD
1940–20, ‘‘Request for Environmental
Information,’’ as part of this application.

Notice is hereby given, pursuant to
the provisions of the rules and
regulations of the U.S. Commission on
Civil Rights (Commission), and the
Federal Advisory Committee Act
(FACA), that a State Advisory
Committee (SAC) meeting of the
Arkansas Advisory Committee to the
Commission will convene on Thursday,
July 28, 2011 at 2 p.m. and adjourn at
approximately 5 p.m. (CST) at
University of Little Rock William H.
Bowen School of Law, Faculty Library,
Room 422, 1201 McMath Avenue, Little
Rock, AR 72202. The purpose of the
meeting is to continue planning a future
civil rights project.

fiscal year (FY) 2011. A Notice of
Solicitation of Applications (NOSA) was
previously published in the Federal
Register on March 14, 2011, at 76 FR
13797, prior to the passage of a final
appropriations bill identifying a definite
funding amount. The maximum amount
of a loan under this authority will be
$75 million. For all other information
and requirements on how applicants
can apply for Rural Broadband Access
Loans and Loan Guarantees Program
funds, please refer to the March 14,
2011, NOSA in the Federal Register and
the interim regulation for the program
