To further its long-run objectives, the Committee seeks conditions in reserve markets consistent with federal funds trading in a range from 0 to 1⁄4 percent. The Committee directs the Desk to execute purchases of longer-term Treasury securities in order to increase the total face value of domestic securities held in the System Open Market Account to approximately $2.6 trillion by the end of June 2011. The Committee also directs the Desk to reinvest principal payments from agency debt and agency mortgagebacked securities in longer-term Treasury securities. ACTION: Notice.

SUMMARY: HHS gives notice of a determination concerning a petition to 
add a class of employees from the Linde Ceramics Plant in Tonawanda, 
New York, to the Special Exposure Cohort (SEC) under the Energy 
Employees Occupational Illness Compensation Program Act of 2000 
(EEOICPA), 42 U.S.C. 7384q. On June 3, 2011, the Secretary of HHS 
determined that the following class of employees does not meet the 
statutory criteria for addition to the SEC as authorized under EEOICPA:

    All Department of Energy employees and Atomic Weapons Employees 
who worked at the Linde Ceramics Plant in Tonawanda, New York, 
during the period from January 1, 1970 through July 31, 2006.
