Effective
July 1, 2007, the FHWA assigned, and
Caltrans assumed environmental
responsibilities for this project pursuant
to 23 U.S.C. 327. Notice is hereby given
that the Caltrans has taken final agency
actions subject to 23 U.S.C. 139(l)(1) by
issuing licenses, permits, and approvals
for the following highway project in the
State of California: The State Route 99/
State Route 219 (Kiernan Avenue)
Interchange project in the community of
Salida in Stanislaus County, California.
The purpose of the project is to reduce
delay and avoid traffic backup in the
State Route 99/State Route 219 (Kiernan
Avenue) interchange area, improve
traffic operations and reduce traffic
congestion at the State Route 99/State
Route 219 (Kiernan Avenue)
interchange. This would be
accomplished by rebuilding the State
Route 99/State Route 219 (Kiernan
Avenue) interchange, adding four
additional travel lanes to State Route
219 (Kiernan Avenue) within the project
limits, and changing the existing
interchange on- and off-ramps to and
from State Route 99. An auxiliary lane
would be added in both directions on
State Route 99 between State Route 219
