collection requirement(s) to OMB for
review and clearance under the
Paperwork Reduction Act of 1995,
Public Law 104–13. Comments
regarding (a) Whether the collection of
information is necessary for the proper
performance of the functions of the
agency, including whether the
information will have practical utility;
(b) the accuracy of the agency’s estimate
of burden including the validity of the
methodology and assumptions used; (c)
ways to enhance the quality, utility and
clarity of the information to be
collected; (d) ways to minimize the
burden of the collection of information
on those who are to respond, including
through the use of appropriate
automated, electronic, mechanical, or
other technological collection
techniques or other forms of information

Complaint Form.
OMB Control Number: 0508–0002.
Summary of Collection: Under 7 CFR
15.6 ‘‘any person who believes himself
or any specific class of individuals to be
subjected to discrimination * * * may
by himself or by an authorized
representative file a written complaint
based on the ground of such
discrimination.’’ The collection of this
information is the avenue by which the
individual or his representative may file
such a complaint. The requested
information is necessary in order for the
Office of Civil Rights to address the
alleged discriminatory action.
Need and Use of the Information: The
requested information which can be
submitted by filling out the Program
Discrimination Form or by submitting a
letter, is necessary in order for the
USDA Office of the Assistant Secretary
for Civil Rights (OASCR) to address the
alleged discriminatory action. The
respondent is asked to provide his/her
name, mailing address, property address
(if different from mailing address),
telephone number, e-mail address (if
any) and to provide a name and contact
information for the respondent’s
representative (if any). A brief
description of who was involved with
the alleged discriminatory action, what
occurred and when, is requested. The
program discrimination complaint filing
information, which is voluntarily
provided by the respondent, will be
used by the staff of USDA OASCR to
intake, investigate, and adjudicate the
respondent’s complaint. The program
discrimination complaint form will
enable OASCR to better collect
information from complainants in a
timely manner, there reducing delays
and errors in determining USDA
jurisdiction.

Folding Metal Tables and Chairs From
the People’s Republic of China:
Preliminary Results of Antidumping
Duty Administrative Review and New
Shipper Review, and Intent To Revoke

Department of Commerce.
SUMMARY: The Department of Commerce
(‘‘the Department’’) is conducting an
administrative review (‘‘AR’’) and a new
shipper review (‘‘NSR’’) of the
antidumping duty order on folding
metal tables and chairs from the
People’s Republic of China (‘‘PRC’’).
The period of review (‘‘POR’’) for both
reviews is June 1, 2009, through May 31,
2010. The 2009–2010 administrative
review covers Feili Group (Fujian) Co.,
Ltd. and Feili Furniture Development
Limited Quanzhou City (collectively,
‘‘Feili’’), New-Tec Integration (Xiamen)
Co., Ltd. (‘‘New-Tec’’), and Lifetime
Hong Kong Ltd. (‘‘Lifetime’’). The NSR
covers Xinjiamei Furniture (Zhangzhou)
Co., Ltd. (‘‘Xinjiamei Furniture’’). We
have preliminarily determined that Feili
and New-Tec did not make sales in the
United States at prices below normal
value (‘‘NV’’) during the period of
review (‘‘POR’’) but that Xinjiamei
Furniture did. If these preliminary
results are adopted in our final results
of these reviews, we will instruct U.S.
Customs and Border Protection (‘‘CBP’’)
to liquidate entries of merchandise
exported by Feili and New-Tec during
the POR without regard to antidumping
duties with respect to the AR, and we
will instruct CBP to assess antidumping
duties on entries of subject merchandise
during the POR for which the importerspecific assessment rates are above de
minimis.
We invite interested parties to
comment on these preliminary results.
