The project would be located on lands within the Tongass National Forest, which is owned and managed by the U.S.D.A. Forest Service. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A 10-foot-high, 50foot-wide diversion dam; (2) an overflow spillway; (3) a 42-inchdiameter, 2,500-foot-long penstock; (4) a powerhouse containing a generating unit rated at 8 megawatts; (5) a short tailrace; (6) living quarters for personnel; (7) a dock and barge landing facility; (8) a 34.5-kilovolt, 16-mile-long overhead transmission line; and (9) appurtenant facilities. The estimated annual generation of the project would be 31,000 megawatt-hours.
