BLM is proposing to reinstate the lease
effective July 1, 2009 under the original
terms and conditions of the lease and
the increased rental and royalty rate
cited above. The BLM has not issued a
lease affecting the lands encumbered by
the lease to any other interest in the
interim.

Register pursuant to Section 6(b) of the
Act on March 7, 2011 (76 FR 12370).
Notice is hereby given that, on May
12, 2011, pursuant to Section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), Portland Cement
Association (‘‘PCA’’) has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Drake Cement, LLC,
Scottsdale, AZ; Argos USA Corporation,
Houston, TX; Penta Engineering
Corporation, St. Louis, MO; and
Schreiber Yonley Associates, Ashland,
MO, have been added as parties to this
venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and PCA intends
to file additional written notifications
disclosing all changes in membership.
On January 7, 1985, PCA filed its
original notification pursuant to Section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to Section 6(b) of the
Act on February 5, 1985 (50 FR 5015).
The last notification was filed with
the Department on February 2, 2011. A
notice was published in the Federal

Notice is hereby given that, on May 9,
2011, pursuant to Section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), IMS Global Learning
Consortium, Inc. has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Florida State College at
Jacksonville, Jacksonville, FL; LCTCS
Online, Baton Rouge, LA; and
Norwegian Centre for ICT in Education,
Hamar, Norway, have been added as
parties to this venture. Also, CTUnion,
Seoul, Republic of Korea, and Digital
Spirit, Berlin, Germany, have
withdrawn as parties to this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and IMS Global
Learning Consortium, Inc. intends to file
additional written notifications
disclosing all changes in membership.
On April 7, 2000, IMS Global
Learning Consortium, Inc. filed its
original notification pursuant to Section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to Section 6(b) of the
Act on September 13, 2000 (65 FR
55283).
The last notification was filed with
the Department on March 3, 2011. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on April 5, 2011 (76 FR 18797).

Standards
Notice is hereby given that, on May
11, 2011, pursuant to Section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), ASTM International
Standards (‘‘ASTM’’) has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing additions or
changes to its standards development
activities. The notifications were filed
for the purpose of extending the Act’s
provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, ASTM has provided an
updated list of current, ongoing ASTM
standards activities originating between
February 2011 and May 2011 designated
as Work Items. A complete listing of
ASTM Work Items, along with a brief
description of each, is available at
https://www.astm.org.
On September 15, 2004, ASTM filed
its original notification pursuant to
Section 6(a) of the Act. The Department
of Justice published a notice in the
Federal Register pursuant to Section
6(b) of the Act on November 10, 2004
(69 FR 65226).
The last notification was filed with
the Department on February 4, 2011. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on March 7, 2011 (76 FR 12370).
