Elements of this on-track safety program include an on-track safety manual; a clear delineation of employers’ responsibilities, as well as employees’ rights and responsibilities thereto; well-defined procedures for communication and protection; and annual on-track safety training. Also, the collection of information is used by FRA to ensure that railroads repair defective locomotive toilet/ sanitary facilities within 10 calendar days of the date on which these units becomes defective. Total Annual Estimated Burden Hours: 1,272 hours. SUMMARY: FRA announced the first meeting of the Northeast Corridor 
Safety Committee, a Federal Advisory Committee mandated by Section 212 
of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) on 
June 6, 2011 (See 76 FR 32391). This meeting is postponed until further 
notice and will be rescheduled at a future date.
