Burden Statement: The annual public reporting and recordkeeping burden for this collection of information is estimated to average 8 hours per response. Abstract: The New Source Performance Standards (NSPS) for Portland Cement Plants were proposed on August 17, 1971, promulgated on December 23, 1971, and amended on December 14, 1988, October 17, 2000, and September 9, 2010. Particulate matter emissions from Portland cement plants either cause or contribute to air pollution that may reasonably be anticipated to endanger public health or welfare. The control of emissions of particulate matter from Portland cement plants requires not only the installation of properly designed equipment, but also the operation and maintenance of that equipment. Emissions of particulate matter from Portland cement plants are the result of operation of kilns, clinker coolers, raw mill systems, raw mill dryers, raw material storage, clinker storage, finished product storage, conveyor transfer points, bagging and bulk loading and unloading systems. These standards rely on the capture of particulate emissions by a baghouse or electrostatic precipitator. In order to ensure compliance with these standards, adequate reporting and recordkeeping is necessary. In the absence of such information, enforcement personnel would be unable to determine whether the standards are being met on a continuous basis, as required by the Clean Air Act. Any owner or operator subject to the provisions of this part shall maintain a file of these measurements, and retain the file for at least two years following the date of such measurements, maintenance reports, and records. All reports are sent to the delegated state or local authority. In the event that there is no such delegated authority, the reports are sent directly to the EPA regional office. This information is being collected to assure compliance with 40 CFR part 60, subpart F and 40 CFR part 60, Subpart A, as authorized in section 112 and 114(a) of the Clean Air Act.
