SUMMARY: The United States Coast Guard published a final rule in the 
Federal Register on October 28, 2010 (75 FR 66309) establishing a 
mandatory participation Vessel Traffic Service (VTS) on the Lower 
Mississippi River and transferring certain vessel traffic management 
provisions of the Mississippi River, Louisiana--Regulated Navigation 
Area to the VTS. That document inadvertently transposed the coordinates 
for two of the reporting points for the Algiers Point Special Area.
