City of Wyandotte, No. 2–11–cv–12181, was lodged with the United States District Court for the Eastern District of Michigan. In this action, the United States seeks civil penalties and injunctive relief for violations of Section 113(b) of the Clean Air Act (‘‘CAA’’), 42 U.S.C. 7413(b), at a power plant owned and operated by the City, and located at 2555 Van Alstyne St., Wyandotte, Wayne County, Michigan. Specifically, the Complaint alleges that the Defendant violated the emission limits established in: (1) An operating permit issued to the Defendant by the State of Michigan pursuant to Sections 501–507 of the Clean Air Act (‘‘CAA’’), 42 U.S.C. 7661– VerDate Mar<15>2010 17:27 May 27, 2011 Jkt 223001 7661f; a Prevention of Significant Deterioration permit issued to the Defendant by the State of Michigan pursuant to CAA Sections 160–169, 42 U.S.C. 7470–7479; the New Source Performance Standards established pursuant to CAA Section 111, 42 U.S.C. 7411; and the federally enforceable Michigan State Implementation Plan that was prepared and adopted pursuant to CAA Section 110, 42 U.S.C. 7411. The proposed Consent Decree would require the City to pay a civil penalty of $112,000, perform a supplemental environmental project at an estimated cost of $210,000, and install new emission controls and implement operational practices to reduce emissions. The compliance program would consist of two phases, with the second phase being required only if the first proves insufficient. The Department of Justice will receive, for a period of thirty (30) days from the date of this publication, comments relating to the Consent Decree.     Notice is hereby given that, on April 27, 2011, pursuant to Section 
6(a) of the National Cooperative Research and Production Act of 1993, 
15 U.S.C. 4301 et seq. (``the Act''), Versatile Onboard Traffic 
Embedded Roaming Sensors (formerly Joint Venture to Perform Project 
Entitled Versatile Onboard Traffic Embedded Roaming 
Sensors)(``VOTERS'') has filed written notifications simultaneously 
with the Attorney General and the Federal Trade Commission disclosing 
changes in its membership. The notifications were filed for the purpose 
of extending the Act's provisions limiting the recovery of antitrust 
plaintiffs to actual damages under specified circumstances. 
Specifically, Earth Science Systems, LLC, WheatRidge, CO, has been 
added as a party to this venture.
    No other changes have been made in either the membership or planned 
activity of the group research project. Membership in this group 
research project remains open, and VOTERS intends to file additional 
written notifications disclosing all changes in membership.
    On February 10, 2009, VOTERS filed its original notification 
pursuant to Section 6(a) of the Act. The Department of Justice 
published a notice in the Federal Register pursuant to Section 6(b) of 
the Act on March 13, 2009 (74 FR 10967).
    The last notification was filed with the Department on April 5, 
2010. A notice was published in the Federal Register pursuant to 
Section 6(b) of the Act on May 7, 2010 (75 FR 25294).
