Determination Under Subsection
402(d)(1) of the Trade Act of 1974, As
Amended—Continuation of Waiver
Authority
Pursuant to the authority vested in the
President under the Trade Act of 1974,
as amended, Public Law 93–618, 88
Stat. 1978 (hereinafter ‘‘the Act’’), and
assigned to the Secretary of State by
virtue of Section 1(a) of Executive Order
13346 of July 8, 2004, as well as the
authority delegated to the Deputy
Secretary of State for Management and
Resources by Delegation of Authority
245–1 of February 13, 2009, I determine,
pursuant to Section 402(d)(1) of the Act,
19 U.S.C. 2432(d)(1), that the further
extension of the waiver authority
granted by Section 402 of the Act will
substantially promote the objectives of
Section 402 of the Act. I further
determine that continuation of the
waiver applicable to Turkmenistan will
substantially promote the objectives of
Section 402 of the Act.
This determination shall be published
in the Federal Register.

Background: The voluntarily
submitted information from the current
CFR part 150 collection, e.g., airport
noise exposure maps and airport noise
compatibility programs, or their
revisions, is used by the FAA to conduct
reviews of the submissions to determine
if an airport sponsor’s noise
compatibility program is eligible for
Federal grant funds. If airport operators
did not voluntarily submit noise
exposure maps and noise compatibility
programs for FAA review and approval,
the airport operator would not be
eligible for the set aside of discretionary
grant funds.
Respondents: Approximately 15
airport operators.
Frequency: Information is collected
on occasion.
Estimated Average Burden per
Response: 3882.6 hours.
Estimated Total Annual Burden:
56,160 hours.
