The Congressional Review Act, 5
U.S.C. 801 et seq., generally provides
that before a rule may take effect, the
agency promulgating the rule must
submit a rule report to each House of
the Congress and the Comptroller
General of the United States. EPA will
submit a report containing this rule and
other required information to the U.S.
Senate, the U.S. House of
Representatives, and the Comptroller
General of the United States prior to
publication of the rule in the Federal
Register. This rule is not a ‘‘major rule″
as defined by 5 U.S.C. 804(2).

found by EPA to satisfy the consent

for dermal protection to 100 percent
PMN substance. Gloves and other
dermal protection may not be used for
a time period longer than they are
actually tested and must be replaced at
the end of each work shift. For
additional dermal protection materials,
a company must submit all test data to
the Agency and must receive written
Agency approval for each type of
material tested prior to use of that
material as worker dermal protection.
However, for the purposes of
determining the imperviousness of
gloves, up to 1 year after the
commencement of commercial
manufacture or import, the employer
may use the method described in
§ 721.63(a)(3)(ii), thereafter, they must
use the method described in
§ 721.63(a)(3)(i).
(ii) Hazard communication program.
Requirements as specified in § 721.72
(a), (b), (c), (d), (e) (concentration set at
1.0 percent), (f), (g)(1)(iv), (g)(1)(vi),
(g)(2)(v), and (g)(5).
