2011, 9 a.m.–5:30 p.m., ET.
PLACE: The board meeting will occur at
the Access Board Conference Room,
1331 F Street, NW., Suite 800,
Washington, DC.
STATUS: Parts of this meeting will be
open to the public. The rest of the
meeting will be closed to the public.
MATTERS TO BE CONSIDERED: The agenda
for the board meeting includes a review
of the agency’s budget and fiscal year
obligations, strategic plan
implementation, a public comment
session, and other items, to be
determined. The meeting on Thursday
will be conducted in a closed session to
discuss internal personnel rules and
practices, pursuant to paragraph (c)(2) of
the Sunshine Act, and in accordance
with a determination made by the NCD
Chairman. A public comment session
will be held on Friday, May 20, from 1
p.m. until 1:30 p.m. Individuals
interested in making public comments

Under the Paperwork
Reduction Act of 1995, Public Law 104–
13 (44 U.S.C. 3501 et seq.), and as part
of its continuing effort to reduce
paperwork and respondent burden, the
National Science Foundation (NSF) is
inviting the general public or other
Federal agencies to comment on this
proposed continuing information
collection. The NSF will publish
periodic summaries of the proposed
projects.
Comments: Comments are invited on:
(a) Whether the proposed collection of
information is necessary for the proper
performance of the functions of the
Foundation, including whether the
information will have practical utility;
(b) the accuracy of the Foundation’s
estimate of the burden of the proposed
collection of information; (c) ways to
enhance the quality, utility, and clarity
of the information to be collected; and
(d) ways to minimize the burden of the
collection of information on those who
are to respond, including through the
use of automated collection techniques
or other forms of information
technology.
SUMMARY:
Written comments on this notice
must be received by July 11, 2011, to be
assured consideration. Comments

1. Abstract
The Survey of Graduate Students and
Postdoctorates in Science and
Engineering (GSS) is sponsored by the
National Science Foundation and the
National Institutes of Health. The GSS
originated in 1966 and has been
conducted annually since 1972. The
GSS is a census of all departments in
science, engineering and health fields
within academic institutions with postbaccalaureate programs in the United
States. The total number of respondents
surveyed in 2009, the last year for
which complete response rate data are
available, was 13,187 departments
(reporting units) located in 703 schools
at 575 degree-granting institutions. The
GSS is the only national survey that
collects information on the
characteristics of graduate enrollment
for specific science, engineering and
health disciplines at the department
level. It collects information on race/
ethnicity, citizenship, gender, sources of
support, mechanisms of support, and
enrollment status for graduate students;
information on postdoctorates by
citizenship, gender, sources of support,
doctorate type and origins. It also
collects information on other doctorateholding non-faculty researchers.
The National Science Foundation Act
of 1950, as subsequently amended,
includes a statutory charge to ‘‘ * * *
provide a central clearinghouse for the
collection, interpretation, and analysis
of data on scientific and engineering
resources, and to provide a source of
information for policy formulation by
other agencies of the Federal
Government.’’ The GSS is designed to
comply with these mandates by
providing information on the
characteristics of academic graduate
