Interested parties may comment on the
effect this action may have on U.S.
vessel builders or businesses in the U.S.
that use U.S.-flag vessels. If MARAD
determines, in accordance with 46
U.S.C. 12121 and MARAD’s regulations
at 46 CFR Part 388 (68 FR 23084, April
30, 2003), that the issuance of the
waiver will have an unduly adverse
effect on a U.S.-vessel builder or a
business that uses U.S.-flag vessels in
that business, a waiver will not be
granted. Comments should refer to the
docket number of this notice and the
vessel name in order for MARAD to
properly consider the comments.
Comments should also state the
commenter’s interest in the waiver
application, and address the waiver
criteria given in 388.4 of MARAD’s
regulations at 46 CFR Part 388.

ongoing matching activity may request a

SUMMARY:
Purpose
The purpose of this program is to
prevent or reduce fraud and abuse in
certain federally assisted benefit
programs while protecting the privacy
interest of the subjects of the match.
Information is disclosed by the Internal
Revenue Service only for the purpose of,
and to the extent necessary in,

correct amount of, benefits for
individuals applying for or receiving
certain benefit payments.
Authority
In accordance with section 6103(l)(7)
of the Internal Revenue Code (IRC), the
Secretary shall, upon written request,
disclose current return information from
returns with respect to unearned income
from the Internal Revenue Service files
to any federal, state or local agency
administering a program listed below:
(1) A state program funded under part
A of Title IV of the Social Security Act;
(2) Medical assistance provided under
a state plan approved under Title XIX of
the Social Security Act;
(3) Supplemental security income
benefits under Title XVI of the Social
Security Act, and federally administered
supplementary payments of the type
described in section 1616(a) of such Act
(including payments pursuant to an
agreement entered into under section
212(a) of Pub. L. 93–66);
(4) Any benefits provided under a
state plan approved under Title I, X,
XIV, or XVI of the Social Security Act
(as those titles apply to Puerto Rico,
Guam, and the Virgin Islands);
(5) Unemployment compensation
provided under a state law described in
section 3304 of the IRC:
(6) Assistance provided under the
Food Stamp Act of 1977;
(7) State-administered supplementary
payments of the type described in
section 1616(a) of the Social Security
Act (including payments pursuant to an
agreement entered into under section
212(a) of Pub. L. 93–66);

provided under Chapter 15 of Title 38,

AGENCY:
Notice is hereby given of the
following hearing of the U.S.-China
Economic and Security Review
Commission.
Name: William A. Reinsch, Chairman
of the U.S.-China Economic and
Security Review Commission.
The Commission is mandated by
Congress to investigate, assess, and
report to Congress annually on ‘‘the
national security implications of the
economic relationship between the
United States and the People’s Republic
of China.’’
Pursuant to this mandate, the
Commission will hold a public hearing
in Washington, DC on May 11, 2011, to
address ‘‘The Implications of China’s
Military and Civil Space Programs.’’
Background: This is the seventh
public hearing the Commission will
hold during its 2011 report cycle to
collect input from leading academic,
industry, and government experts on
national security implications of the
U.S. bilateral trade and economic
relationship with China. The May 11
hearing will examine China’s military
and civil space programming and
implications for the United States. The
hearing will be co-chaired by
Commissioners Daniel Blumenthal and
Michael Wessel.
Any interested party may file a
written statement by May 11, 2011, by
mailing to the contact below. A portion
of each panel will include a question
and answer period between the
Commissioners and the witnesses.
