For the next 30 days, the NRCS in Virginia will receive comments relative to the proposed changes. Following that period, a determination will be made by the NRCS in Virginia regarding disposition of those comments and a final determination of change will be made to the subject standards. I. Abstract

    The primary purpose of this collection of information is to 
maintain an expedited export license developed specifically for exports 
and reexports of controlled items, under the Export Administration 
Regulations, to civil infrastructure rebuilding projects in Iraq. The 
name given this expedited license is the Special Iraq Reconstruction 
License (SIRL). This collection provides for additional supporting 
documentation on the civil infrastructure project, project security, 
who retains control over the exported commodities, and sources of 
funding for the project, which are necessary for expedited review by 
the Government.
