AGENCY: On April 1, 2011, the National Institute of Standards and Technology (NIST) published a notice in the Federal Register announcing an open meeting for the Technology Innovation Program Advisory Board. The purpose of this meeting is to review and make recommendations regarding general policy for the Technology Innovation Program, its organization, its budget, and its programs within the framework of applicable national policies as set forth by the President and the Congress. The agenda will include a TIP update, a presentation on the status of TIP’s current project portfolio, and a discussion of potential critical national need areas for future funding. The agenda may change to accommodate Board business. The final agenda will be posted on the TIP Web site at: https:// www.nist.gov/tip/. Individuals and representatives of organizations who would like to offer comments and suggestions related to the Board’s affairs are invited to request a place on the agenda. On May 18, 2011, approximately one-half hour will be reserved for public comments, and speaking times will be assigned on a first-come, first-serve basis. Reorganization of Foreign-Trade Zone 176 (Expansion of Service 
Area) Under Alternative Site Framework, Rockford, IL

    Pursuant to its authority under the Foreign-Trade Zones Act of June 
18, 1934, as amended (19 U.S.C. 81a-81u), the Foreign-Trade Zones Board 
(the Board) adopts the following Order:
    Whereas, the Board adopted the alternative site framework (ASF) (74

11/22/10) as an option for the establishment or reorganization of 
general-purpose zones;
