Form SLT will be used to collect monthly data on cross-border ownership by U.S. and foreign residents of long-term securities for portfolio investment purposes. These data will be used by the U.S. Government in the formulation of international and financial policies and for the preparation of the U.S. balance of payments accounts and the U.S. international investment position. The role of the Council is to advise the President and the Secretary of the Treasury on means to promote and enhance individuals’ and families’ financial capability. The Council held its first meeting on November 30, 2010. At that meeting, the Chair recommended the establishment of five subcommittees to focus on the following strategic areas: National Strategy, Financial Access, Research and Evaluation, Partnerships, and Youth. In accordance with section 10(a) of the Federal Advisory Committee Act, 5 U.S.C. SUMMARY: The President's Advisory Council on Financial Capability 
(``Council'') will convene its second meeting on April 21, 2011 at the 
Department of Education, 400 Maryland Avenue, SW., Washington, DC, 
beginning at 11:00 a.m. Eastern Time. The meeting will be open to the 
public. The Council will: (1) Receive a report from the Council's 
subcommittees (National Strategy, Financial Access, Research and 
Evaluation, Partnerships, and Youth) on their progress; and (2) review 
the composition and focus of the subcommittees.

DATES: The meeting will be held on April 21, 2011, at 11 a.m. Eastern
