SUPPLEMENTARY INFORMATION: Section
3405(e) of the CVPIA (Title 34 Pub. L.
102–575), requires the Secretary of the
Interior to establish and administer an
office on Central Valley Project water
conservation best management practices
(BMPs) that shall develop Criteria for
evaluating the adequacy of all Plans
developed by project contractors,
including those Plans required by
section 210 of the RRA. In addition,
according to section 3405(e)(1), the
Criteria must be developed ‘‘* * * with
the purpose of promoting the highest
level of water use efficiency reasonably
achievable by project contractors using
best available cost-effective technology
and best management practices.’’ The
Criteria states that all parties
(Contractors) that contract with
Reclamation for water supplies (except
any contractor who receives less than a
five-year average of 2,000 acre-feet per
year (AFY) of only municipal and
industrial (urban) water, any contractor
who receives any combination of
irrigation and/or urban water amounting
to less than a current five-year average
of 2,000 AFY, and agricultural contracts
under a current five-year average of
2,000 irrigable acres) must prepare Plans
that contain the following information:
1. Description of the District
2. Inventory of Water Resources
3. BMPs for Agricultural Contractors
4. BMPs for Urban Contractors
5. Plan Implementation
Reclamation will evaluate Plans based
on the Criteria. The CVPIA requires
Reclamation to evaluate, and revise if
necessary, the Criteria every 3 years.
The Criteria were last updated in 2008
and the proposed 2011 update is
currently under review. Public scoping
meetings to solicit comments on
revision of the Criteria were held in
January and February 2011. Comments
will be incorporated into the finalized
document. A copy can be found at the

Notice is hereby given that, on
February 8, 2011, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et sect. (‘‘the Act’’),
Connected Media Experience, Inc.
(‘‘CMX’’) has filed written notifications
simultaneously with the Attorney
General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Robin Berjon, Paris,
France, has been added as a party to this
venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and CMX intends
to file additional written notifications
disclosing all changes in membership.
On March 12, 2010, CMX filed its
original notification pursuant to Section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to Section 6(b) of the
Act on April 16, 2010 (75 FR 20003).
The last notification was filed with
the Department on November 1, 2010. A
notice was published in the Federal
