Needs and Uses: The technical data
letters of explanation will assure the
Bureau of Industry and Security that
U.S.-origin technical data will be
exported only for authorized end-uses,
users and destinations. The information
contained in the letters describes the
transaction and fixes the scope of
technology to be exported, the parties to
the transaction, their roles, the purpose
for the export, and the methods
authorized to be used in exporting the
technology. The letters also place the
foreign consignee on notice that the
technical data is subject to U.S. export
controls and may only be re-exported in
accordance with U.S. law.
Affected Public: Businesses or other
for-profit organizations.
Frequency: On occasion.

employee or applicant for employment
with the Department of Commerce who
alleges that he or she has been subjected
to discriminatory treatment based on
sexual orientation by the Department of
Commerce or one of its subagencies,
must submit a signed statement that is
sufficiently precise to identify the
actions or practices that form the basis

The complainant is also required to
