Treasury, as part of its continuing effort
to reduce paperwork and respondent
burden, invites the general public and
other Federal agencies to comment on
proposed and continuing information
collections, as required by the
Paperwork Reduction Act of 1995, 44
U.S.C. 3507. The Office of Thrift
Supervision within the Department of
the Treasury will submit the proposed
information collection requirement
described below to the Office of
Management and Budget (OMB) for
review, as required by the Paperwork
Reduction Act. Today, OTS is soliciting
public comments on its proposal to
extend this information collection.

Description: The requirement that
savings associations establish a written
security program is necessitated by the
Bank Protection Act (12 U.S.C. 1881–
1884), which requires the Federal
supervisory agencies to promulgate
rules establishing minimum standards
with which each financial institution
must comply with respect to the
installation, maintenance, and operation
of security devices and procedures to
discourage robberies, burglaries, and
larcenies, and to assist in the
identification and apprehension of
persons who commit such acts.
Pursuant to the statutory mandate,
OTS adopted its regulations in 1969 (12
CFR part 568). These regulations were
revised in 1991 and in 2001. In
accordance with Part 568, a savings
association must adopt a written

security program, the association’s
board of directors must approve the
program, and each association’s security
officer must report annually to the board
on the effectiveness of the program.
Section 568.5 requires that savings
