AGENCY: Pursuant to Section 4(h) of the Northwest Power Act, the Council has amended its Columbia River Basin Fish and Wildlife Program to add the Blackfoot River Subbasin Plan. AGENCY: Pacific Northwest Electric Power and Conservation Planning
