SUPPLEMENTARY INFORMATION: The California Department of Transportation has requested a temporary change to the operation of the Tower Drawbridge, mile 59.0, Sacramento River, at Sacramento, CA. The Tower Drawbridge navigation span provides a vertical clearance of 30 feet above Mean High Water in the closed-to-navigation position. The draw opens on signal from May 1 through October 31 from 6 a.m. to 10 p.m. and from November 1 through April 30 from 9 a.m. to 5 p.m. At all other times the draw shall open on signal if at least four hours notice is given, as required by 33 CFR 117.189(a). Navigation on the waterway is commercial and recreational. The drawspan will be secured in the closed-to-navigation position from 7:45 a.m. to 1:05 p.m. on March 13, 2011 to allow the community to participate in the 7th Annual Shamrock Half Marathon. This temporary deviation has been coordinated with waterway users. There are no scheduled river boat cruises or anticipated levee maintenance during this deviation period. No objections to the proposed temporary deviation were raised. Vessels that can transit the bridge, while in the closed-to-navigation position, may continue to do so at any time. In the event of an emergency the drawspan can be opened with 15 minutes advance notice. Under this deviation, the drawbridge would be allowed to remain in the closed to navigation position on two separate closure periods starting from 9 a.m. to 3 p.m. and from 6 p.m. to 11:59 p.m. on Sunday, March 6, 2011, to help lessen traffic congestion related to the Saint Patrick’s Day parade. Bridge opening data, supplied by NJDOT and reviewed by the Coast Guard, revealed that the bridge opened for vessels approximately 80 times in the month of March 2010. The primary user of the waterway that operates in the vicinity of the bridge is commercial fishermen. Vessels that are able can pass underneath the bridge in the closed position at any time. There are no alternate routes for vessels transiting this section of Shark River (South Branch) and the drawbridge will be able to open in the event of an emergency. The Coast Guard will inform the users of the waterway through our Local and Broadcast Notices to Mariners of the closure periods for the bridge so that vessels can arrange their transits to minimize any impact caused by the temporary deviation. In accordance with 33 CFR 117.35(e), the drawbridge must return to its regular operating schedule immediately at the end of the designated time period. a.m. to 3 p.m. and from 6 p.m. to 11:59 p.m.
