FEDERAL COMMUNICATIONS COMMISSION Public Safety and Homeland Security Bureau; Federal Advisory Committee Act; Communications Security, Reliability, and Interoperability Council Donald Law, Office of Partnerships and Regulatory Assistance, EPA Region 8, 1595 Wynkoop Street, Denver, Colorado 80202–1129, (303) 312–7015, law.donald@epa.gov. The Act affords EPA a 45-day period to review and object to, as appropriate, a title V operating permit proposed by State permitting authorities. Section 505(b)(2) of the Act authorizes any person to petition the EPA Administrator, within 60 days after the expiration of this review period, to object to a title V operating permit if EPA has not done so. Petitions must be based only on objections to the permit that were raised with reasonable specificity during the public comment period provided by the State, unless the petitioner demonstrates that it was impracticable to raise these issues during the comment period or the grounds for the issues arose after this period. EPA received a petition on November 5, 2010 from WEG. In its petition, WEG requested that EPA object to the issuance of the renewed title V permit for Anadarko Petroleum Corporation’s Frederick Compressor Station, issued by the CDPHE on January 1, 2007. Specifically, WEG objected to CDPHE’s July 14, 2010 response to the Administrator’s October 8, 2009 Order arguing it failed to appropriately assess whether oil and gas wells and other pollutant emitting activities should be aggregated together with the Frederick Compressor Station as a single stationary source for PSD and title V permitting purposes. In addition, WEG alleged that prior EPA statements demonstrate oil and gas sources can be aggregated. Finally, WEG alleged that the State inappropriately relied on section 112 of the Act. On February 2, 2011, the Administrator issued an order denying the petition. The order explains the reasons behind EPA’s conclusions. emcdonald on DSK2BSOYB1PROD with NOTICES SUPPLEMENTARY INFORMATION: Dated: February 16, 2011.
