The meeting will begin at 9 a.m. and
is expected to conclude at 12:15 p.m.
The Martin Building is located on C
Street, NW., between 20th and 21st
Streets.
The Council’s function is to advise
the Board on the exercise of the Board’s
responsibilities under various consumer
financial services laws and on other
matters on which the Board seeks its
advice. Time permitting, the Council
will discuss the following topics:
• Foreclosure issues
Members will discuss loss-mitigation
efforts, including the Administration’s
Home Affordable Modification Program,
servicing issues related to foreclosures,
and the development of national
mortgage servicing standards.
• Neighborhood stabilization and
REO issues
Members will discuss issues related to
the disposition of real estate owned
(REO) properties, the impact of
foreclosed and vacant properties on
communities, and neighborhood
stabilization strategies.
• Proposed rules regarding debit card
interchange fees and routing
Members will discuss the Board’s
proposed new Regulation II, which
would establish debit card interchange
fee standards and prohibit network
exclusivity arrangements and routing
restrictions as required by the DoddFrank Act.
Reports by committees and other
matters initiated by Council members
also may be discussed.

have given notice under section 4 of the
Bank Holding Company Act (12 U.S.C.
1843) (BHC Act) and Regulation Y, (12
CFR Part 225) to engage de novo, or to
acquire or control voting securities or
assets of a company, including the
companies listed below, that engages
either directly or through a subsidiary or
other company, in a nonbanking activity
that is listed in § 225.28 of Regulation Y
(12 CFR 225.28) or that the Board has
determined by Order to be closely
related to banking and permissible for
bank holding companies. Unless
otherwise noted, these activities will be
conducted throughout the United States.
Each notice is available for inspection
at the Federal Reserve Bank indicated.
The notice also will be available for
inspection at the offices of the Board of
Governors. Interested persons may
express their views in writing on the
question whether the proposal complies
with the standards of section 4 of the
BHC Act.

Under the provisions of the
Paperwork Reduction Act of 1995 (44
U.S.C. chapter 35), the Regulatory
Secretariat (MVCB) will be submitting to
the Office of Management and Budget
(OMB) a request to review and approve
an extension of a currently approved
information collection requirement
concerning statement and
acknowledgment (Standard Form 1413).
Public comments are particularly
invited on: Whether this collection of
information is necessary for the proper
performance of functions of the Federal
Acquisition Regulation (FAR), and
whether it will have practical utility;
whether our estimate of the public
burden of this collection of information
is accurate, and based on valid
