The increased limit at 2 U.S.C.
441a(a)(1)(A) is to be in effect for the
two-year period beginning on the first
day following the date of the general
election in the preceding year and
ending on the date of the next regularly
scheduled election. Thus, the $2,500
figure above is in effect from November
3, 2010, to November 6, 2012. The limits
under 2 U.S.C. 441a(a)(1)(B),
441a(a)(3)(A) and (B), and 441a(h), shall
be in effect beginning January 1st of the
odd-numbered year and ending on
December 31st of the next evennumbered year. Thus the new
contribution limits under 2 U.S.C.
441a(a)(1)(B), 441a(a)(3)(A) and (B), and
441a(h) are in effect from January 1,
2011, to December 31, 2012. See 11 CFR
110.17(b)(1).
Lobbyist Bundling Disclosure
Threshold for 2011
The Act, as amended by HLOGA,
requires certain political committees to
disclose contributions bundled by
lobbyists/registrants and lobbyist/
registrant political action committees
once the contributions exceed a
specified threshold amount. The
Commission must adjust this threshold
amount annually to account for
inflation. The disclosure threshold is
increased by multiplying the $15,000
statutory disclosure threshold by
1.08163, the difference between the
price index, as certified to the
Commission by the Secretary of Labor,
for the 12 months preceding the
beginning of the calendar year and the
price index for the base period (calendar
year 2006). The resulting amount is
rounded to the nearest multiple of $100.
See 2 U.S.C. 434(i)(3)(A) and (B) and
441a(c)(1)(B); 11 CFR 104.22(g). Based
upon this formula ($15,000 × 1.08163),
the lobbyist bundling disclosure
threshold for calendar year 2011 is
$16,200.

that are considered in acting on the

immediate inspection at the Federal
Reserve Bank indicated. The notices
also will be available for inspection at

of the Board of Governors. Comments
must be received not later than March

provides that the Secretary shall charge
an annual rate of interest, which is
determined and fixed by the Secretary
of the Treasury after considering private
consumer rates of interest on the date
that the Department of Health and
Human Services becomes entitled to
recovery. The rate cannot be lower than
the Department of Treasury’s current
value of funds rate or the applicable rate
determined from the ‘‘Schedule of
Certified Interest Rates with Range of
Maturities’’ unless the Secretary waives
interest in whole or part, or a different
rate is prescribed by statute, contract, or
repayment agreement. The Secretary of
the Treasury may revise this rate
quarterly. The Department of Health and
Human Services publishes this rate in
the Federal Register.
The current rate of 11%, as fixed by
the Secretary of the Treasury, is certified
for the quarter ended December 31,
2010. This interest rate is effective until
the Secretary of the Treasury notifies the
Department of Health and Human
Services of any change.
