Notice of Public Information Collection Being Reviewed by the Federal Communications Commission, Comments Requested
The Federal Communications Commission (FCC), as part of its continuing effort to reduce paperwork burdens, invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act (PRA) of 1995, 44 U.S.C. 3501-3520. Comments are requested concerning: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information will have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and (e) ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

Approval and Promulgation of Implementation Plans; Alaska: Prevention of Significant Deterioration; Greenhouse Gas Permitting Authority and Tailoring Rule Revision
The EPA is approving a revision to the State Implementation Plan (SIP), submitted by the Commissioner of the Alaska Department of Environmental Conservation (ADEC) to EPA on November 19, 2010. The SIP revision updates Alaska's Prevention of Significant Deterioration (PSD) program to reflect changes to the Federal PSD program relating to the permitting of greenhouse gas (GHG) emissions.
Commercial Wind Lease Issuance and Site Characterization Activities; Atlantic Outer Continental Shelf Offshore NJ, DE, MD, and VA
This notice is being published as an initial step for the purpose of involving Federal agencies, States, Tribes, local government, wind power developers, and the public in the Department of the Interior's (DOI) ``Smart from the Start'' wind energy initiative, to identify areas for wind energy leasing proposals, and to provide public notice of the Department's commitment to analyze the initiative's siting, leasing and site assessment decisions in accordance with the DOI regulations implementing the provisions of the National Environmental Policy Act (NEPA) of 1969 as amended (42 U.S.C. 4321 et seq.). On November 23, 2010, Secretary of the Interior Ken Salazar announced the ``Smart from the Start'' renewable energy initiative to accelerate responsible renewable wind energy development on the Atlantic Outer Continental Shelf (OCS) by using appropriate identified areas, coordinated environmental studies, large-scale planning and expedited approval processes. This notice identifies Wind Energy Areas (WEAs) offshore New Jersey, Delaware, Maryland, and Virginia that the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) has found, in consultation with other Federal agencies and State Renewable Energy Task Forces, to be suitable for consideration for wind energy development. Simplified Network Application Processing System, On-line Registration and Account Maintenance
The Bureau of Industry and Security (BIS) amends the Export Administration Regulations to implement a mandatory on-line registration process for obtaining an account to submit license applications and similar documents electronically through SNAP-R. This final rule sets forth the information that parties registering on-line are required to provide to BIS and the duties that registered parties have with respect to keeping information in their accounts current. This rulemaking is consistent with the goals and principles of Executive Orders 13563 and 12866, which are to enhance effectiveness and efficiency and to promote transparency and openness in government, and the Presidential Memorandum on Regulatory Flexibility, Small Business, and Job Creation (January 18, 2011).
Airworthiness Directives; Hamilton Sundstrand Propellers Model 247F Propellers
We are adopting a new airworthiness directive (AD) for the products listed above. This AD requires removing affected propeller blades from service. This AD was prompted by reports of blades with corrosion pits in the tulip area of the blades. We are issuing this AD to prevent cracks from developing in the tulip area of the blade, which could result in separation of the blade and possible loss of airplane control.
Notice of Public Information Collection Requirements Submitted to OMB for Review
This Federal Register notice was originally published on October 29, 2010 (75 FR 66724) and is being republished. Unfortunately, it appears that supporting documentation sent to OMB included language from USAID's December 2002 certification rather than from its September 2004 certification attached. The agency has worked with OMB to correct this error. Also, revisions were made regarding the certification burden due to the respondents providing a response three times a year vs. two. In addition, less preparation time was required for all involved parties due to their familiarity with the certification process and salary costs and benefits costs increased due to inflation and an increase in the cost of living. U.S. Agency for International Development (USAID) has resubmitted the following information collections to OMB for review and clearance under the Paperwork Reduction Act of 1995, Public Law 104-13. Comments regarding this information collection are best assured of having their full effect if received within 30 days of this notification. Endangered and Threatened Wildlife and Plants; Revised Critical Habitat for the Arroyo Toad
We, the U.S. Fish and Wildlife Service (Service), are designating final revised critical habitat for the arroyo toad (Anaxyrus californicus, Bufo californicus). We are designating approximately 98,366 acres (ac) (39,807 hectares (ha)) of habitat in Santa Barbara, Ventura, Los Angeles, San Bernardino, Riverside, Orange, and San Diego Counties, California, as critical habitat for the arroyo toad. This final revised designation constitutes an increase of approximately 86,671 ac (35,074 ha) from the 2005 designation of critical habitat for the arroyo toad. A taxonomic name change has occurred and been accepted for the arroyo toad. Throughout the remainder of this document we will use the currently recognized name for the listed entity, Anaxyrus californicus, for references to the arroyo toad.
