comments, a Revised Scoping Document
(RSD) may be issued. An RSD may
include any revised process plan and
schedule, as well as a list of issues,

The potential applicants and
Commission staff will conduct a site
visit of the project facilities on
Wednesday afternoon, February 23,
2011, starting at 1:30 p.m. All
participants should meet at the Kinzua
Project powerhouse. All participants
will be responsible for providing their
own method of transportation. The time

At the scoping meetings, staff will: (1)
Initiate scoping of the issues; (2) review
and discuss existing conditions and
resource management objectives; (3)
review and discuss existing information
and identify preliminary information
and study needs; (4) review and discuss
the process plan and schedule for prefiling activity that incorporates the time
frames provided for in Part 5 of the
Commission’s regulations and, to the
extent possible, maximizes coordination
of federal, state, and tribal permitting
and certification processes; and (5)
discuss the appropriateness of any
federal or state agency or Indian tribe
acting as a cooperating agency for

document.
Meeting participants should come
prepared to discuss their issues and/or

Hill-Lake submitted a revised baseline
filing of their Statement of Operating
Conditions for services provided under
section 311 of the Natural Gas Policy
Act of 1978 (NGPA).
Any person desiring to participate in

file in accordance with Rules 211 and
214 of the Commission’s Rules of

the California Independent System
Operator Corporation (CAISO or

requirement that TGP post its second
financial security for transmission
upgrades identified in the CAISO’s
