ACTION:
The Department of State is
seeking Office of Management and
Budget (OMB) approval for the
information collection described below.
The purpose of this notice is to allow 60
days for public comments in the Federal
Register preceding submission to OMB.
We are conducting this process in
accordance with the Paperwork
Reduction Act of 1995.

Export Declaration of Defense Technical
Data or Services.
• OMB Control Number: 1405–0157.
• Type of Request: Extension of
currently approved collection.

soliciting public comments to permit

clarity of the information to be
collected.

Abstract of proposed collection:
Actual export of defense technical data
and defense services will be
electronically reported directly to the
Directorate of Defense Trade Controls
(DDTC). DDTC administers the
International Traffic in Arms
Regulations (ITAR) and Section 38 of
the Arms Export Control Act (AECA).
The actual exports must be in
accordance with requirements of the
ITAR and Section 38 of the AECA.
DDTC will monitor the information to
ensure there is proper control of the
transfer of sensitive U.S. technology.
Methodology: Once the electronic
means are provided, the exporter will
electronically report directly to DDTC
the actual export of defense technical
data and defense services using form
DS–4071. DS–4071 will be available on
DDTC’s Web site, https://
www.pmddtc.state.gov. Currently,
actual exports are reported via paper
submission.

Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, and Delegation of
Authority No. 236–3 of August 28, 2000,
I hereby determine that the objects to be
included in the exhibition ‘‘Upside
Down Arctic Realities,’’ imported from
abroad for temporary exhibition within
the United States, are of cultural
significance. The objects are imported
pursuant to loan agreements with the
foreign owners or custodians. I also
determine that the exhibition or display
of the exhibit objects at The Menil
Collection, Houston, Texas, from on or
about April 14, 2011, until on or about
July 17, 2011, and at possible additional
exhibitions or venues yet to be
determined, is in the national interest.
I have ordered that Public Notice of
these Determinations be published in
the Federal Register.

SUMMARY: Notice is hereby given of the following determinations:

1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112
