Public Input
Alaska Native Claims Selection
Interested members of the public may
present, either orally or through written
comments, information for the Council
to consider during the public meeting.
Questions from the public will not be
considered during this period. Speakers
who wish to expand upon their oral
statements, or those who had wished to
speak but could not be accommodated
on the agenda, are encouraged to submit
these comments in written form to the
Council after the meeting.
Individuals or groups requesting an
oral presentation at the public Council
meeting will be limited to 2 minutes per
speaker, with no more than a total of 30
minutes for all speakers. Interested
parties should contact Joshua Winchell,
Council Coordinator, in writing
(preferably via e-mail), by February 4
(See FOR FURTHER INFORMATION
CONTACT), to be placed on the public
speaker list for this meeting. Written
statements must be received by
February 7, so that the information may
be made available to the Council for
their consideration prior to this meeting.
Written statements must be supplied to
the Council Coordinator in both of the
following formats: One hard copy with
original signature, and one electronic
copy via e-mail (acceptable file format:
Adobe Acrobat PDF, Microsoft Word,
Microsoft PowerPoint, or RTF (Rich
Text File) in IBM–PC/Windows 2007
format).
In order to attend this meeting, you
must register by close of business
February 4. Because entry to Federal
buildings is restricted, all visitors are
required to pre-register to be admitted.

Summary minutes of the conference
will be maintained by the Council

purchased for the cost of duplication.

appealable decision will be issued by
the Bureau of Land Management to
Doyon, Limited. The decision approves
conveyance of the surface and
subsurface estates in the lands described
below pursuant to the Alaska Native
Claims Settlement Act. The lands are in
the vicinity of Flat, Alaska, and are

Sec. 34, those lands formerly within

Aggregating approximately 210 acres.
Notice of the decision will also be
published four times in the Fairbanks
Daily News-Miner.
DATES: Any party claiming a property
interest in the lands affected by the
decision may appeal the decision within
the following time limits:
1. Unknown parties, parties unable to
be located after reasonable efforts have
been expended to locate, parties who
fail or refuse to sign their return receipt,
and parties who receive a copy of the
decision by regular mail which is not
certified, return receipt requested, shall
have until February 18, 2011 to file an
appeal.
2. Parties receiving service of the
decision by certified mail shall have 30
days from the date of receipt to file an
appeal.
Parties who do not file an appeal in
accordance with the requirements of 43
CFR part 4, Subpart E, shall be deemed
to have waived their rights.
