Domtar Paper Company LLC, Civil Action No. 4:11– cv–00002, was lodged with the United States District Court for the Eastern District of North Carolina. In this action the United States sought to require the Defendant Domtar Paper Company LLC to conduct remedial design and remedial action to address releases and threatened releases of hazardous substances at the Domtar Paper Company LLC (formerly Weyerhaeuser Company) Plymouth Wood Treating Plant Superfund Site (‘‘Site’’) near the town of Plymouth in Martin County, North Carolina. The United States also sought to recover past and future costs incurred and to be incurred by the Environmental Protection Agency (EPA) during the performance of response actions at the Site. Under the Consent Decree, the Defendant will perform the remedial design and remedial action at Operable Unit #2, the lower Roanoke River, pursuant to the September 24, 2008 Record of Decision (ROD). The remedy provides for monitored natural recovery with fine-layer core sampling, sediment sampling for mercury, analysis for dioxin in surface water, annual inspection of fish advisory signs, and annual review of habitat reports. The Defendant will also reimburse the Hazardous Substance Superfund in the amount of $3.2 million for EPA’s response costs at the Site incurred before March 27, 2009 and will reimburse all of EPA’s costs incurred at or in connection with Operable Unit #2 after March 27, 2009.     Notice is hereby given that, on December 6, 2010, pursuant to 
Section 6(a) of the National Cooperative Research and Production Act of 
1993, 15 U.S.C. 4301 et seq. (``the Act''), ASTM International 
(``ASTM'') has filed written notifications simultaneously with the 
Attorney General and the Federal Trade Commission disclosing additions 
or changes to its standards development activities. The notifications 
were filed for the purpose of extending the Act's provisions limiting 
the recovery of antitrust plaintiffs to actual damages under specified 
circumstances.
