The Clinton Railroad Drawbridge, in the closed-to-navigation position, provides a vertical clearance of 18.7 feet above normal pool. Navigation on the waterway consists primarily of commercial tows and recreational watercraft. The drawbridge will open if at least 24-hours advance notice is given. This temporary deviation has been coordinated with waterway users. In accordance with 33 CFR 117.35(e), the drawbridge must return to its regular operating schedule immediately at the end of the designated time period. The owner of the bridge, Connecticut Department of Transportation, requested a temporary deviation from the regulations to allow the bridge to remain in the closed position to facilitate painting operations at the bridge. Under this temporary deviation the Route 1 Bridge may remain in the closed position from December 2, 2010, through April 15, 2011, for bridge painting. Vessels that can pass under the bridge in the closed position may do so at any time. The bridge has received few requests to open during this time period during the past three years. The waterway users were advised of the requested bridge closure and no objections were received. In accordance with 33 CFR 117.35(e), the bridge must return to its regular operating schedule immediately at the end of the designated time period. temporary deviation from the regulation governing the operation of the 
Clinton Railroad Drawbridge across the Upper Mississippi River, mile 
518.0, at Clinton, Iowa. The deviation is necessary to allow the bridge 
owner time to perform preventive maintenance that is essential to the 
continued safe operation of the drawbridge. Maintenance is scheduled in 
the winter and when there is less impact on navigation; instead of 
scheduling work in the summer, when river traffic increases. This 
deviation allows the bridge to open on signal if at least 24 hours
