collecting, validating, and verifying
information, processing and
maintaining information, and disclosing
and providing information; adjust the
existing ways to comply with any
previously applicable instructions and
requirements; train personnel to be able
to respond to a collection of
information; search data sources;
complete and review the collection of
information; and transmit or otherwise
disclose the information.
The ICR provides a detailed
explanation of the Agency’s estimate,
which is only briefly summarized here:
Estimated total number of potential
respondents: 663,669.
Frequency of response: Reporting
requirements under this rulemaking are
primarily required on an annual basis,
with the exception of technician testing
organizations that are required to rep ort
biannually. The frequency of
recordkeeping requirements under this
rulemaking vary depending upon the
actions of the respondent but are
generally required on a transactional
basis.
Estimated total average number of
responses for each respondent: 1.
Estimated total annual burden hours:
2,404,913 hours.
Estimated total annual costs:
$96,364,851. This includes an estimated
burden cost of $96,364,851 and an

Are there changes in the estimates from
the last approval?
There is no increase of hours in the
total estimated respondent burden
compared with that identified in the ICR
currently approved by OMB. This is due
to the fact that there have been no
changes in any program requirement, no
changes in EPA’s estimates of the time
required to submit reports and maintain
records, and no changes in EPA’s
estimates of the overall number of
respondents. However, due to a
correction of miscalculated estimates in
the ICR currently approved by OMB,
there is a change in the estimated total
number of potential respondents from
that identified in the ICR currently
approved by OMB. There is also an
increase of $8,345,044 in the estimated
total annual cost as a result of changes
in EPA’s estimates of labor rates.
What is the next step in the process for
this ICR?
EPA will consider the comments
received and amend the ICR as
appropriate. The final ICR package will
then be submitted to OMB for review
and approval pursuant to 5 CFR
1320.12. At that time, EPA will issue
another Federal Register notice
pursuant to 5 CFR 1320.5(a)(1)(iv) to
announce the submission of the ICR to
OMB and the opportunity to submit
additional comments to OMB. If you

affected facilities must submit a onetime-only report of any physical or
operational changes, initial performance
tests, and periodic reports and results.
Owners or operators are also required to
maintain records of the occurrence and
duration of any startup, shutdown, or
malfunction in the operation of an
affected facility, or any period during
which the monitoring system is
inoperative. Reports, at a minimum, are
required semiannually.
Burden Statement: The annual public
