Comment Request
In compliance with the requirement
for opportunity for public comment on
proposed data collection projects
(section 3506(c)(2)(A) of Title 44, United
States Code, as amended by the
Paperwork Reduction Act of 1995, Pub.
L. 104–13), the Health Resources and
Services Administration (HRSA)
publishes periodic summaries of
proposed projects being developed for
submission to the Office of Management
and Budget (OMB) under the Paperwork
Reduction Act of 1995. To request more
information on the proposed project or
to obtain a copy of the data collection
plans and draft instruments, e-mail
paperwork@hrsa.gov or call the HRSA
Reports Clearance Officer at (301) 443–
1129.
Comments are invited on: (a) The
proposed collection of information for
the proper performance of the functions
of the Agency; (b) the accuracy of the
Agency’s estimate of the burden of the
proposed collection of information; (c)
ways to enhance the quality, utility, and
clarity of the information to be
collected; and (d) ways to minimize the
burden of the collection of information
on respondents, including through the
use of automated collection techniques
or other forms of information
technology.

HRSA’s Division of Independent
Review (DIR) is responsible for carrying

out the independent and objective
review of all eligible applications
submitted to HRSA. DIR ensures that
the independent review process is
efficient, effective, economical, and
complies with statutes, regulations, and
policies. The review of applications is
performed by people knowledgeable in
the field of endeavor for which support
is requested and is advisory to
individuals in HRSA responsible for
making award decisions.
To streamline the selection and
assignment of grant reviewers to
objective review committees, HRSA
utilizes a Web-based data collection
form to gather critical reviewer
information. The Grant Reviewer Form
standardizes pertinent categories of
reviewer information, such as: areas of
expertise; occupations; work settings;
reviewer experience; and allows
maximum use of drop-down menus to
simplify the data collection process. The
Web-based system also permits
reviewers to update their information as
needed. HRSA maintains a pool of
approximately 5,000 individuals that
have previously served on HRSA
objective review committees.

implementing guidance of the Office of
Management and Budget (OMB), this
notice advises that certain exceptions to
the Buy American requirement of the
Recovery Act have been determined
applicable for work using Capital Fund
Recovery Formula and Competition
(CFRFC) grant funds. Specifically, an
exception was granted to the Chicago
Housing Authority for the purchase and
installation of microwave ovens and
Ground Fault Circuit Interrupter (GFCI)
outlets for the Kenmore Apartments
project.

SUPPLEMENTARY INFORMATION: Section
1605(a) of the Recovery Act provides
that none of the funds appropriated or
made available by the Recovery Act may
be used for a project for the
construction, alteration, maintenance, or
repair of a public building or public
work unless all of the iron, steel, and
manufactured goods used in the project
are produced in the United States.
Section 1605(b) provides that the Buy
American requirement shall not apply
in any case or category in which the
head of a Federal department or agency
finds that: (1) Applying the Buy
American requirement would be
inconsistent with the public interest; (2)
iron, steel, and the relevant
manufactured goods are not produced in
the U.S. in sufficient and reasonably
available quantities or of satisfactory
quality, or (3) inclusion of iron, steel,
and manufactured goods will increase
the cost of the overall project by more
than 25 percent. Section 1605(c)
provides that if the head of a Federal
department or agency makes a
determination pursuant to section
1605(b), the head of the department or
agency shall publish a detailed written
justification in the Federal Register.
In accordance with section 1605(c) of
the Recovery Act and OMB’s
implementing guidance published on
April 23, 2009 (74 FR 18449), this notice
advises the public that, on November
