These supplementary rules are needed to implement decisions set out in the Blue Creek Bay Recreation Project Plan Environmental Assessment (EA) (2009) and in the Coeur d’Alene Resource Management Plan (RMP), to protect public lands, resources, and public health and provide for public safety.
