addressing the scope of activities
identified in the IHA application,
marine mammals potentially impacted
by those specified activities, and the
range of those impacts. NMFS made the
USMC’s EA available for public
comment during the public comment
period on the proposed IHA (75 FR
32389). NMFS has adopted the EA for
its purposes of issuing an incidental
take authorization to the USMC and will
not prepare a separate EA. Based on
review of the EA and comments
received during the public comment
period, NMFS has prepared a FONSI
which is available upon request (see
ADDRESSES). Therefore, preparation of
an Environmental Impact Statement is
not necessary for this action.
