This is a supplemental notice in the
above-referenced proceeding, of Domtar
Paper Company, LLC’s application for
market-based rate authority, with an
accompanying rate tariff, noting that
such application includes a request for
blanket authorization, under 18 CFR
part 34, of future issuances of securities
and assumptions of liability.
Any person desiring to intervene or to
protest should file with the Federal
Energy Regulatory Commission, 888
First Street, NE., Washington, DC 20426,
in accordance with Rules 211 and 214
of the Commission’s Rules of Practice
and Procedure (18 CFR 385.211 and
385.214). Anyone filing a motion to
intervene or protest must serve a copy
of that document on the Applicant.
Notice is hereby given that the
deadline for filing protests with regard
to the applicant’s request for blanket
authorization, under 18 CFR part 34, of
future issuances of securities and
assumptions of liability is December 6,
2010.

On October 15, 2010, Clean River
Power 12, LLC filed an application for
a preliminary permit, pursuant to
section 4(f) of the Federal Power Act
(FPA), proposing to study the feasibility
of the Ruth Creek Hydroelectric Project
(Ruth Creek project) to be located on
Ruth Creek in the vicinity of Glacier, in
Whatcom County, Washington. The sole
purpose of a preliminary permit, if
issued, is to grant the permit holder
priority to file a license application
during the permit term. A preliminary
permit does not authorize the permit
holder to perform any land-disturbing
activities or otherwise enter upon lands
or waters owned by others without the
owners’ express permission.
The proposed project will consist of
the following: (1) A 100-foot-long, 8foot-high, reinforced concrete diversion
weir on Ruth Creek; (2) a 45-foot-long,
15-foot-wide, 12-foot-high reinforced
concrete intake structure adjacent to the
weir with a trash rack, fish screen, and
closure gate; (3) a 0.1-acre
impoundment created by the diversion
weir; (4) an 8,000-foot-long, 3.5-footdiameter steel penstock from the intake
structure to the powerhouse; (5) a 60foot-long, 40-foot-wide reinforced
concrete powerhouse containing one
horizontal impulse turbine with a
capacity of 2.5 megawatts (MW); (6) a
40-foot-long, concrete and rip rap-lined
tailrace channel to return flows from the
powerhouse to Ruth Creek; (7) a 4.16/55
kilovolt (kV) three stage step up
transformer; (8) an approximately 2.2mile-long, 55-kV transmission line
which will tie into an undetermined
interconnection; and (9) appurtenant
facilities. The estimated annual
