making financial assistance available for
noncitizens, unless they meet one of the
categories of eligible immigration status
specified in Section 214. Prior to being
admitted, all eligible noncitizens
younger than age 62 must sign a
declaration of their status and a
verification consent form and provide
their original Immigration and
Naturalization Service (INS)
documentation.
