The staff of the Federal Energy Regulatory Commission (FERC or Commission) will prepare an PO 00000 Frm 00033 Fmt 4703 Sfmt 4703 68347 environmental assessment (EA) that will discuss the environmental impacts of the Sabine Pass Liquefaction Project (Project) involving construction and operation of facilities by Sabine Pass Liquefaction LLC, and Sabine Pass LNG, L.P. (collectively referred to as Sabine Pass) in Cameron County, Louisiana. This EA will be used by the Commission in its decision-making process to determine whether the Project is in the public convenience and necessity. This notice announces the opening of the scoping process the Commission will use to gather input from the public and interested agencies on the project. Your input during the scoping process will help the Commission staff determine what issues need to be evaluated in the EA. The Commission staff will also use the scoping process to help determine whether preparation of an environmental impact statement (EIS) is more appropriate for this Project based upon the potential significance of the anticipated levels of impact. Please note that the scoping period will close on November 29, 2010. This is not your only public input opportunity; please refer to the Environmental Review Process flow chart in Appendix 1.1 This notice is being sent to the Commission’s current environmental mailing list for this Project. State and local government representatives are asked to notify their constituents of this planned Project and encourage them to comment on their areas of concern. Involvement of U.S. Department of Energy The FERC is the lead federal agency in preparation of an EA that will satisfy the requirements of the National Environmental Policy Act (NEPA). The U.S. Department of Energy, Office of Fossil Energy (DOE) has agreed to participate as a cooperating agency in the preparation of the EA to satisfy its NEPA responsibilities. DOE proposes to authorize Sabine Pass Liquefaction, LLC to export liquefied natural gas (LNG) from the Sabine Pass LNG Terminal (SPLNG Terminal) if DOE determines that such export is in the public interest.
