Exceptional Circumstances (notice):
The notice of this meeting is being
published on less than 15 days notice
due to exceptional circumstances. It is
critical that the TAC conduct this
meeting to organize itself and its
subgroups as soon as possible in order
to develop recommendations regarding
4G and other broadband technologies
that will be deployed beginning next
year, as well as developing
recommendations more generally for job
creation in the broadband sector.
However, the only date this year that all
TAC members could attend, and at
which sufficient meeting space is
available at the agency, is November
4th. Failure to meet on this date would
push this important meeting back into
2011 and jeopardize the ability of the
TAC to fulfill its mission within the
time frame sought by the Commission.
Recognizing the late Federal Register
publication, the agency also issued a
Public Notice of this meeting on
Monday, October 25th, in an effort to
mitigate the late Federal Register
publication and as an additional way of
advising the public of this meeting and
their right to attend.

AGENCY:
In accordance with the
Federal Advisory Committee Act, notice
is hereby given of a meeting of the FDIC
Advisory Committee on Economic
Inclusion, which will be held in
Washington, DC. The Advisory
Committee will provide advice and
recommendations on initiatives to
expand access to banking services by
underserved populations.
DATES: Tuesday, November 16, 2010,
from 8:45 a.m. to 4:30 p.m.

of the FDIC Building located at 550 17th
Street, NW., Washington, DC.

members of the public will be subject to
security screening procedures and must

pursuant to the Bank Holding Company
Act of 1956 (12 U.S.C. 1841 et seq.)
(BHC Act), Regulation Y (12 CFR part
225), and all other applicable statutes
and regulations to become a bank
holding company and/or to acquire the
assets or the ownership of, control of, or
the power to vote shares of a bank or
bank holding company and all of the
banks and nonbanking companies
owned by the bank holding company,
