Federal Register / Vol. 75, No. 192 / Tuesday, October 5, 2010 / Notices
Endangered Species Act (ESA)
Proposed Authorization
No ESA-listed species under NMFS’
jurisdiction are expected to be affected
by these activities. Therefore, NMFS has
determined that a section 7 consultation
for issuance of the proposed IHA under
the ESA is not required.
As a result of these preliminary
determinations, NMFS proposes to
authorize the take of marine mammals
incidental to the Parsons Slough project,
provided the previously mentioned
mitigation, monitoring, and reporting
requirements are incorporated.
National Environmental Policy Act
(NEPA)
mstockstill on DSKH9S0YB1PROD with NOTICES
Pursuant to NEPA, the general
impacts associated with the design and
construction phases of the proposed
action are described in the CommunityBased Restoration Program (CRP)
Programmatic Environmental
Assessment (PEA) and the
Supplemental Programmatic
Environmental Assessment (SPEA),
which were prepared by the NOAA
Restoration Center, Southwest Region.
The NOAA Restoration Center,
Southwest Region, will complete a
Targeted Supplemental Environmental
Assessment (TSEA) to include all
project-specific impacts not described in
the CRP PEA/SPEA. If it is adequate,
NMFS will consider adopting it. If not,
NMFS would prepare an independent
EA. A copy of NOAA’s EA can be
obtained by going to the NMFS Web site
listed in the beginning of this document.
This analysis will be completed prior to
the issuance or denial of this proposed
IHA. The public is invited to provide
comments on the potential effects to
marine mammals disclosed in this
notice as well as NOAA’s EA. NMFS
will consider public comments as it
completes its NEPA analysis and
decides whether or not to prepare a
Finding of No Significant Impact should
NMFS decide to issue a final IHA.
