VIII. Retention of Jurisdiction
This Court retains jurisdiction to
enable any party to this Final Judgment
to apply to this Court at any time for
further orders and directions as may be
necessary or appropriate to carry out or
construe this Final Judgment, to modify
any of its provisions, to enforce
compliance, and to punish violations of
its provisions.
IX. Expiration of Final Judgment
Unless this court grants an extension,
this Final Judgment shall expire five (5)
years from the date of its approval by
the Court.

ACTION:
The National Science
Foundation (NSF) is required to publish
notice of permit applications received to
conduct activities regulated under the
Antarctic Conservation Act of 1978.
NSF has published regulations under
the Antarctic Conservation Act at title
45, part 670 of the Code of Federal
Regulations. This is the required notice
of permit applications received.
DATES: Interested parties are invited to
submit written data, comments, or
views with respect to this permit
application by November 1, 2010. This
application may be inspected by
interested parties at the Permit Office,
address below.

SUPPLEMENTARY INFORMATION: The
National Science Foundation, as
directed by the Antarctic Conservation
Act of 1978 (Pub. L. 95–541), as
amended by the Antarctic Science,
Tourism and Conservation Act of 1996,
has developed regulations for the
establishment of a permit system for
various activities in Antarctica and
designation of certain animals and
certain geographic areas requiring
special protection. The regulations
establish such a permit system to
designate Antarctic Specially Protected
Areas.
The applications received are as
follows:

Areas. The applicant plans to center
Cape Royds (ASPA 121) and Backdoor
Bay, Cape Royds (ASPA 157) to access
Pony Lake to collect water samples.
Samples were collected previously from
the lake and the microbially derived
Dissolved Organic Matter (DOM) from
this site is now a reference fulvic acid
distributed by the International Humic
Substances Society (IHSS). The
applicant plans to collect more DOM
samples for the purpose of comparing
their Cotton Glacier samples to Pony
Lake DOM.
