AGENCY: The Nuclear Regulatory Commission (NRC) is reopening the public comment period for the proposed rule that was published on July 27, 2010 (75 FR 43865). The proposed rule would amend the regulations by revising the provisions applicable to the licensing and approval processes for byproduct, source and special nuclear material licenses, and irradiators to clarify the definitions of ‘‘construction’’ and ‘‘commencement of construction’’. The comment period for this proposed rule, which closed on September 27, 2010, is reopened and will remain open until November 29, 2010. DATES: The comment period has been reopened and now closes on November 29, 2010. Comments received after this date will be considered if it is practical to do so, but the NRC is able to assure consideration only for comments received on or before this date. SUMMARY: The Nuclear Regulatory Commission (NRC) is reopening the 
public comment period for the proposed rule that was published on July
