previously transferred out of Federal
ownership and this is a record clearing
action only on that portion.

This order revokes in its
entirety the withdrawal established by
an Executive Order as to 569.45 acres of
public land withdrawn from all forms of
appropriation under the public land
laws and reserved for use by the United
States Coast Guard for lighthouse
purposes. The reservation is no longer
needed. This order opens the land to the
operation of the public land laws,
subject to valid existing rights and other
segregations of record.

revocation of the countervailing duty
orders on stainless steel plate from
Belgium and South Africa and the
antidumping duty orders on stainless
steel plate from Belgium, Italy, Korea,
South Africa, and Taiwan would be
likely to lead to continuation or
recurrence of material injury within a
reasonably foreseeable time. A schedule
for the reviews will be established and
announced at a later date. For further

SUPPLEMENTARY INFORMATION: On
September 7, 2010, the Commission
determined that it should proceed to
full reviews in the subject five-year
reviews pursuant to section 751(c)(5) of
the Act. The Commission found that the
domestic interested party group
response to its notice of institution (75
FR 30434, June 1, 2010) was adequate
and that the respondent interested party
group response with respect to Italy was
adequate and decided to conduct a full
review with respect to the antidumping
duty order concerning stainless steel
plate from Italy. The Commission found
that the respondent interested party
group responses with respect to
Belgium, Korea, South Africa, and

Taiwan were inadequate. However, the
Commission determined to conduct full
reviews concerning the antidumping
duty orders on stainless steel plate from

conduct a full review with respect to the
antidumping duty order concerning
stainless steel plate from Italy. A record
of the Commissioners’ votes, the
Commission’s statement on adequacy,
and any individual Commissioner’s
