EPA proposes to approve
revisions to the Michigan State
Implementation Plan (SIP) under the
Federal Clean Air Act (CAA). The
revisions serve to meet specific
requirements of the prevention of
significant deterioration (PSD)
construction permit program in
Michigan. Michigan has submitted two
SIP revisions pertaining to the ‘‘net

rule. If no adverse comments are
received in response to this rule, no
further activity is contemplated. If EPA
receives adverse comments, EPA will
withdraw the final rule and will address
all public comments in a subsequent
final rule based on this proposed rule.
EPA will not institute a second
comment period. Any parties interested
in commenting on this action should do
